Why heat pumps make sense for London landlords
London holds the largest private rented sector in the country. Roughly a quarter of all households in the capital rent privately, and across the 32 boroughs and the City there are well over a million rented homes, from converted Victorian terraces in Hackney to purpose-built blocks along the Thames. A large share of that stock still runs on gas, and a great deal of it sits at EPC band D or worse. For landlords, that combination is becoming a problem with a deadline attached.
The government has confirmed it intends to raise the minimum energy efficiency standard for privately rented homes in England to EPC band C, with new tenancies expected to be in scope first and all tenancies following by 2030. The current floor is band E under the Minimum Energy Efficiency Standards. Plenty of London rentals scrape an E today and will not reach C on insulation alone. Swapping an ageing gas boiler for a well-designed heat pump, paired with the right emitter and fabric upgrades, is one of the few measures that moves an older London property up two bands at once.
A heat pump does not burn fuel on site. It moves heat using electricity, and a properly designed air-source unit returns three to four units of heat for every unit of electricity it draws, an SCOP of 3.0 to 4.0. For a landlord that means no gas safety certificate to chase every year on that property, no on-site combustion, and a heating system that scores well on the EPC the moment an assessor walks in.
London’s rented geography and where heat pumps fit
The capital’s rented stock is not uniform, and the right heat pump answer changes street by street. These properties usually have a side return, a rear garden, or a flat roof that gives a clean home for an external unit, which makes them some of the most straightforward heat pump conversions in the city.
Then there are the larger portfolios. Build-to-rent operators around Stratford, Greenwich Peninsula, and the redevelopment at Battersea Power Station increasingly specify low-carbon heat from the outset, often connecting to ambient loops or communal heat pump plant rather than installing gas at all. Estate-scale landlords with blocks near Park Royal, Brent Cross, or along the Old Kent Road regeneration corridor face the communal-boiler question: when the shared plant reaches end of life, a cascaded heat pump or a connection to a local heat network is usually the lowest-regret replacement.
The Greater London Authority’s net zero target and what it means for your portfolio
The Greater London Authority has set a target for London to be net zero carbon by 2030, one of the most demanding timelines of any major UK authority. The London Environment Strategy underpins that goal, and the London Plan, the spatial development strategy for the capital, pushes hard on heat decarbonisation through Policy SI 2 and the wider energy hierarchy that asks new and refurbished buildings to be lean, clean, and green.
For landlords this matters in three concrete ways. First, the GLA and the boroughs are openly hostile to new gas connections in major development, so anyone refurbishing or extending a block is steered towards heat pumps or a heat network connection by default. Second, the Mayor’s retrofit programmes and the borough-level work funded through schemes such as the Social Housing Decarbonisation Fund have built up a London supply chain that genuinely understands flats, party walls, and conservation areas, which is exactly the expertise a private landlord needs. Third, several boroughs have declared their own climate emergencies and net zero dates, and their planning teams have grown used to approving external air-source units on residential property, including in conservation areas, where the unit is sensibly sited.

A single domestic air-source heat pump for a flat or small house in London typically lands between £9,000 and £16,000 installed before any grant, with the variation driven by emitter upgrades, the difficulty of siting the external unit, and whether a hot water cylinder needs to be added. The £7,500 Boiler Upgrade Scheme grant applies to domestic properties in England and Wales for systems up to 45kW, and it is available to landlords, not just owner-occupiers, which brings the net cost of a typical flat conversion down to the £2,000 to £9,000 range.
Communal and block-scale systems are a different calculation. A cascaded air-source heat pump replacing a shared boiler in a London block of flats commonly runs from £40,000 for a small block into several hundred thousand pounds for a large one, sized on the building’s peak heat loss rather than the number of units. The Boiler Upgrade Scheme caps at 45kW thermal and is domestic-only, so larger communal plant usually looks instead to wider funding and to capital allowances, where a landlord operating through a company can set qualifying plant against corporation tax.

The flats sit at EPC band E, and the landlord can see the proposed band C requirement coming.
The replacement was a 60kW cascaded air-source heat pump installed in the plant room footprint of the old boiler, with the external units sited on a flat roof section away from the nearest windows and signed off with a BS 4142 acoustic assessment. Selective radiator upgrades in the worst-performing flats let the system run at a sensible flow temperature without ripping out every emitter. The block came off gas entirely, the annual gas safety regime for the communal boiler disappeared, and the worst flats moved from EPC E up to C, putting the whole block on the right side of the proposed standard.
The point of the example is not the exact numbers, which depend on the building, but the shape of the decision. The boiler was failing anyway. The EPC deadline was real. Doing the heat pump at the point of boiler replacement, rather than twice over, is what made the economics work.
